The Production of Quality Planting Materials (PQPM) is a project in support of the National Greening Program (NGP), a nationwide reforestation activity of the government that seeks to contribute to poverty reduction, food security, biodiversity conservation, environmental rehabilitation, and climate change mitigation and adaptation. It shall plant 1.5 million hectares of public lands.

NGP is anchored on EO 26 issued by President Benigno S. Aquino III on 24 February 2011 mandating DA-DAR-DENR convergence initiative to develop NGP with other concerned agencies. The program is expanded through EO no 193 signed on 12 November that aims to reforest "all remaining unproductive, denuded, and degraded forestlands" from 2016 to 2028.

The success of reforestation efforts depends largely on the quality of seedlings planted in the field. As such, the NGP employs state-of-the-art support facilities and strategies in producing quality planting stocks. The Ecosystems Research and Development Bureau (ERDB) leads the PQPM with the 22 DENR Field Offices and 27 State Universities and Colleges as partners.
